1999 toyota camry horn does not work

i have an 1999 toyota camry, horn does not work...press it and u can hear relay in engine click, replace horn and still no diff, what can it be  ??

Try putting juice directly to the horn,if it works then you know juice is not getting to it.Could be horn button,relay,or bad ground.I just fixed my horn on my 91 a week ago my problem was the horn itself.
