Brackets in the trunk of 2008 Camry Hybrid

In found (2) 10 inch plastic brackets and six fastening screws in the trunk of my new 2008 Camry Hybrid.  They were in a sealed plastic bag.  Does anyone know what these are for and where they should be installed?  My salesman is clueless.

i think does are part of the lower bumper for wind deflector..they should have been installed during the inspection...
