high idle in the morning / does not stop

I start the car and give it time to warm up .I tap the gas pedel and the car will not come  down from the high idel until i put it in gear.   98 2.2 

Check the engine coolant temperature sensor, check your engine coolant temp as well. Is the heat gauge showing it warming up to normal range?

Idle never comes down, still high when in gear?
