Lots and lots of nitrous, or lots and lots of boost, or both. Theres no guarntee on your motor though.

if you want a cheap, small power gain, think air intake. you might find a cold air, or short ram intake for your car. cold air system could cost $200. a short ram about $50. both will let more air into the motor. on most cars this will give you 1-3hp all the way through the rpm range. on ebay i found a dragon ram cold air intake system for $120, this type would be good for your car. this is because the stock intake is made to make the engine quite. if you put one of these on your car(they are really easy to put on) your car will sound the same untill around 3,000rpms, above that the engine will sound deeper, throatier.
ebay can be good for parts, but stay away from speed chips! they dont work!
dont feel to bad about getting beat, it is not because that dumb car has more power. the hp of the two cars is likely close, but your car is much heavier!

Heavier than a grand prix i dont know. My question on the intakes is i dont see many options available for the 1998. is the mass air flow sensor different from the 99 model i see a ton of intakes for 99-01 and i was under the impression that the motors were the same.

you know the grand prix came with v6 right? and some even had superchargers (GTPs). so.... i dunno what you're too upset about.. anyway back to the issue at hand... heres's some suggestions for more power
simple:
intake/header/exhaust/ignition, tires
involved/complex:
port job, forged bottom end, FI: turbo/nitrous, fuel system, tuning program, tranny of some sort. GOOD LUCK

if you end up getting the dragon replace the filter head, i used a k&m and it made the HP situation a bit better, more responsive also
