Instrumentation Lights Out

I’ve got a 1991 Camry and the instrumentation lights went out last night. The owner’s manual on page 200, identifies fuse 3 for that circuit. I checked that and it’s ok. Also notice that the cigarette lighter doesn’t work either. Does anyone have any experience with something like this or ideas on how to diagnose this problem?

Just an update - User error - I was looking at the wrong fuse.
I'll change it this afternoon.
