There is no removable cover?

You can replace the bumper with one having the holes and covers or cut holes and jury rig the lights. Some have used epoxy for the mounting hardware.

2002 2004 Toyota Camry Solara Clear Bumper Fog Lights Switch Kit | eBay
There should be holes for the lights to be added. I put some on my car from eBay and I really like them. Mine do have glass lenses which have held up, but it will only take one aimed rock to take one out. Installation was pretty easy as well.

I just looked, and nope, no cut out... This one has the moulded in venting looking where lights would go. I can see behind the bumper, the foglight wiring is hanging there, but, no provisions for mounting the above light kit. If there was, it would be on order already.... any suggestions for slim units to mount in the lower grill slats?

Make sure the vent cover really is one piece with the bumper cover and would need to be cut out. If so the options are limited. You can make your own bracket to hold the fog light in or buy a cover having the holes.

Individuals have mounted the lights from the actual bumper or used glue to make mounting points.

For slim lights look at LED light bars, something like in links below. Don't know if there is something specific to your issue, you may need to improvise.

If you wanted the slim lights to mount in your grille opening, measure the distance between the rib and see what you have to work with. Most major light manufacturers will post the light dimensions along with mounting bracket. Like Joey said, you might have to get creative. That stinks that the spots where the lights would be do not pop out.

It looks like those lights would be tight on the Camry, hard to say though from here. Also remember what it takes to mount the lights and the space that it takes.
I agree with Joey, look at some of those LED ones.
