Default 1995 2.2 OBD code 14

I have a 1995 2.2 I4 LE and it doesn't wanna start. It will turn over for a while, and after a few tries (Turning the key to off, then trying it again), finally start, and when it starts it'll idle rough and feel like it wants to die, and will make a "POP" when it's starting, but then it warms up and runs fine. Got a CEL and the OBD I said code 14, something to do with the ignition. Please help? Let me know if you need anymore information.

could be the coil or its exciter

try this
undo battery terminals and clear code.. see if the code returns

toyota with code 14 random information off the internet

Code 14: IGNITION SIGNAL--NO "IGF" SIGNAL TO ECU

IGF (I Got Fire) is the ignition comfirmation signal from the igniter to the ECM

If the IGF signal is lost for 6 ignition firing events (3 revolutions)The ECM shuts off the injectors.

I tried undoing the battery posts for a while and it still acted the same.

Changed the whole distributor and it starts better than it ever had before.

thank you for the suggestions
