Rear Brakes not behaving like Front
I just went through drum to disc conversion on my 1995 Camry. Being that I have never had a rear disc brakes before I am not sure if this is by designed.
Both left and right rear brakes will not grab the rotors when I stepped on the brake pedal. They only work if I stepped on the brake pedal with the engine turned on.
Bleed both lines but still unsure if there are still air in there. Can someone tell me if this is normal? Thanks.

When the car is on, vacuum is applied to the brake booster which gives you power brakes. I would expect that you would be able to apply the brakes with the car off and they should grab. Might take a lot of foot pressure though. When you did the conversion, did you change the proportioning valve? I'm not sure but that valve could be an issue if it is the original designed for drums.
