Default Seat belt won't retract - back left 1999

I have a 1999 Camry. The back right rear seat belt won't retract (if you look at the car from the rear).
The seat belt is located over the passenger's right shoulder.

I was not able to get it to retract. I want to replace it.

Can someone list the steps for me of what needs to be taken out in what order to get to the seat belt to replace it?

I really appreciate it.

That sucks, my mom's friend yanked the center belt too hard and it wont retract, but thats less of a deal.

The process of removal ties in with how you will remove your speakers on the rear deck.
I lost a dang online tutorial...so heres the basic text version.

pull up on the bottom seat cushion, there are two clips/hooks that are located around where the passenger's knees would be when they are sitting in the rear seats.
once you remove them the base will look like this:

you now have access to removing the belts bottoms.

You also have access to unbolt the two pads that are next to the door. Once you take off the one bolt, you just lift straight UP towards the roof and it'll come off.
You have now removed 3 parts

Here comes the fun part.Open the trunk and there are two plastic nubs that are holdingdown thetop 3rdbrake light. You need to remove that completely.You will now fold down the rear seats, and now you will see the felt/cardboard covering of the rear deck where the speaker grills are. You just need to sort of feel your way around there and push/pull (depending on how you position yourself) so you pop up the clips. after all the clips are poped, you just slide the whole cardboard tray towards yourself.
end up with something like this

You shouldnt need to remove the black plastic trim that is around the opening of the rear seat to the trunk.

I removed it in my picture for another purpose.

Your speakers are now exposed, and there is another layer of sound deadening to just fold over and you see the bolts!

Your seatbelts should also now be completely exposed.

I have the same problem with my Camry, however, it is BOTH the left and right seat belt retractors. I'm getting the feeling that I might have to replace them both. Any ideas on where I can purchase them and how much they are???

Unhappy Camry replacement seatbelt

I have another question...I know it's pretty inexpensive to buy a replacement belt online, but what about safety when you replace it yourself? I'm afraid I wouldn't repair it properly or securely enough & something could happen to my kids, God forbid?? Service is approx. $200 at Toyota dealer! Just for labor. For those of you who have already tried it, what's the difficulty level? I have pretty good basic skills for a girl. Ha!:confused
