Default New egr valve but when apply vacuum car doesn't die

Hey guys. New to the forum but I have been reading these pages forever.
I have a 99 Camry with a p0401 code. I have replaced my modulator and egr valve. However when applying a vacuum pump to egr valve when car is in idle it does not stumble at all. So where is my clog at?

Did you clean the EGR ports of carbon?

Thanks for responding. All ports and tubes have been cleaned and checked. Can my manifold have a clog?

V6 or 4-cylinder?

Has the check light turned off?
