Default Stuck Caliper- new rotors and brake pads

i own a 2014 Camry and owned a 2007 Camry before that. My new Camry has 35,000 miles and yesterday I started getting the metal to metal grinding sound from the back tire. The dealer looked at it and said I had a stuck Caliper and need new rotors and pads, over 600.00 in work. My previous Camry also had a stuck Caliper and needed the same work. Is this a known issue/problem with sticking Calipers. Why does this happen? Is this a quick way for the dealer to make money off me? Not a Happy Cameper....
