normally it's an indicator that a blinker bulb is burned out. With a burned out bulb, there is less resistance in the wiring, thus the remaining bulb(s) get the electrical pulse quicker. Check put your hazards on and check all the bulbs around your car. If they are all good, then a device called a flasher is probably bad. That device regulates the rate at which the electrical pulses get sent. It's located, normally, in the vicinity on the interior fuse box.
