I just brought a used 02 camry. I see sticks and a button that says VIP anti theft or whatever. Is this an alarm system? If so shouldn't i have a wireless key for it? The Dealer just gave me a plan old key

This Vehicle Intrusion System is a Toyota offering, there should be a remote in addition to the key.  If you purchased the car from a Toyota dealer they should be able to determine which model you have, explain the system and obtain a remote.

ok I called the guy and he said normally if there's no remote the owner probably had it disconnected but he'll check for me tomorrow. so if that's true how do I go about getting it reconnected or do I have to buy a new alarm system?

update: when I tried opening the trunk with my key before I opened the car the alarm went off so that must mean the alarm is still connected. so he has to give me a remote I hope

If you purchased the car from a Toyota dealer I would press them to reconnect it, remove it, replace it or supply the remote.  This is typically a Toyota dealer installed option not a third party.

Guessing the dealer does not have the remote, knows nothing about the system and does not want to be involved.  Look at it as something being wrong with the car and needs fixing.

FYI there are few posts at the bottom of this page on the Toyota alarm systems.

ok I talked to the guy again today.
he "found" the other key that has the remote
