Am I reading the manual correctly that the new 2k7 Camry takes 6.4 quarts of oil?

wow thats a crap load of oil! but if the owners manual says so...then it should be right.

if you're doing your own oil change you can just buy 7 quarts just in case, and just fill it with 5 first, and check to see if it even registers on the dipstick. if not, keep adding and keep checking levels.

If that's the 2GR motor- then yes but if its the 2AZ; i'd stick with 4. if you have the 2GR motor- that motor is ridiculously capable with a boat load ov aftermarket support just cuz its the base engine on the new IS. enjoy! hope this helps!
