2015 Camry XSE 4cyl. DRL Dimming

I apologize in advance if this has been covered elsewhere but I can't find a thread anywhere. I have the LED DRL's. They dim when my headlights are turned on. I would like them to stay at full brightness at all times. Is there a way to achieve this? Adding a ground? Anything?

It appears the wiring uses a resistor to limit current.

How would I go about disabling it or bypassing?

It appears the DRL's dim when dash lights are turned on. This applies 12v to the blue wire.

No 12v to blue wire, may mean no dimming.

It appears a DOT requirement to dim the DRL's when the headlights are turned on. Which is why this happens.
