'94 Camry LE Sedan Electrical Issue

I drive a 1994 Toyota Camry LE Sedan. For the past few weeks, the fuse for my instrument panel, windows, and a/c fan have continually blown. The car won't start without the battery being jumped or charged. The car will run for a few minutes until the batter dies. I used a voltmeter to check the voltage and it fluctuates while the car is running. The alternator and battery have both been checked multiple at multiple places and were both confirmed to be fully functional. Battery terminal connections have been cleaned. Any ideas?

Do you have the name(s) of the fuse that is blowing?

When engine off check for parasite drainage of the battery. Remove a battery cable and install amp meter between a battery cable terminal and battery post. Don't attempt to start car with meter installed or it will be damaged.

With engine at 2000 RPM voltage should be 13.9-15.1v engine cold, 13.5-14.3v hot between small diameter wire at alt harness plug and ground.

Alt uses Gauge, ign, and ALT-S fuses, if one blows the alt may not be putting out power.
