95 camry license plate lamp replacement options

Hi,
I have a 95 camry and both of the plate lamp bulbs are burned out. I live in Buffalo, so the 2 screws on each side of the little clear covers no longer resemble screws at all and even if they were to be drilled out would destroy the housings. There are 3 larger philips screws just below the plate lamps that screw into the rear bumper fascia. Will I be able to remove the entire plate lamp assemblies if I remove these screws? They are rusty too and unlikely to come out without grinding the head off. I have quite an array of clips and screws in that in my toolbox, so installing/modifying to fit new fasteners would not be a problem. If I were to remove the bumper fascia, would the bulbs be accessible from the back of the housing?
I would appreciate any advise.
Thank you,
Tim

The 3 screws hold the light fixture in. The bulbs are contained inside the fixture thus removing the bumper cover is not going to help.
