98 Camry 4 cyl. failed smog check

Greetings,
My friend's car recently failed a CA smog check. The CO and HC levels were at least twice the allowable amounts. Does anyone have any ideas/suggestions for things to do on the cheap to try to get the car in condition to pass the next time it's tested?
There's not CEL on but I'll plug in my code reader to see if it turns up anything. After that, I'm not sure what else to do to avoid having to throw money at the problem.
Thanks for your input.

Did the test check for 02 levels, if so was this high or low?

How is the MPG?

Excess CO results from rich A/F ratios

Excess HC results from misfire due to rich or lean A/F ratios or ign issues.

Check
Ign system, plugs, wire, coils, etc.
Intake air manifold leaks.
EGR system not working-valve is open when should be closed (the system is monitored by the computer). Typically the idle will off if the valve is open at engine idle.
Plugged injectors (rare).
Fuel system shifted to lean (monitored by computer).
Bad computer sensor such as (monitored by computer):
Coolant temp (common)
A/F sensor
Throttle position
Burned valve, incorrect valve clearance (not common).
Incorrect timing.
Excess blow by due to worn cylinders/rings.
Low compression.
Bad PCV valve or PCV system problems.
Problems with EVAP system (monitored by computer).
Plugged air filter (rare).

Visit the AutoZone website and review the component/sensor test procedures in the sites vehicle repair guide section for this model/year of car. This will allow testing various components/sensors instead of just swapping parts.

Check the plugs for condition of electrode for too rich or lean indication. Determine if all the plugs look alike as to the condition or one is differant.
