Parking Brake Won't Work
I removed the center console and found the equalizer. When I step on the pedal, the front cable moves freely, so nothing wrong there. I looked at the equalizer while stepping on the pedal, and it did not turn to either side, it stayed straight. I have seen in videos where one rear cable is frozen, and the eq only pulls on the other side, making the equalizer crooked, and indicating that the cable on the side that doesn't move is frozen, but this did not happen. Either both or neither cable is frozen.
Back at the brakes, can I disconnect the cables and see if they move when the pedal is depressed?

I removed the PB shoes, springs, etc, to where I could move the cable itself, and the cable does move, maybe a little stiffly. Nevertheless, I replaced both rear cables. I also replaced the PB shoes. With the brake rotors off, I checked the motion of the shoes when stepping on the pedal. The top of the shoes separate from the center post about 1/4".
I adjusted the Star Wheels so that the rotors turned with a slight bit of drag. After applying the brake, I couldn't move the rotors by hand at all. I adjusted the pedal so that it engages after about 4".
The PB still has no discernible affect on the car when parking.

If the shoes move when you engage the E-Brake the system would seems to be working.
Try adjusting the star until the drum locks up then back off until it rotates.
The shoes may be moving around slightly after installing, and the star need more adjusting after moving around.

Works! It even stops the car at Idle Speed.
A note for readers: If you are replacing the shoes, it doesn't matter which front-and-back direction the Star Nut faces, it only changes which direction you turn it to make which direction "more" or "less adjustment. If you look at it, one side just turns, and the other side screws in and out. You can control which direction of the adjustment tightens or loosens the brake by which end of the nut is front or back. I set mine up so that "up" tightens the nut on both sides of the car.
