Place the pump driven rotor into the pump body housing with the mark on one face oriented towards the pump body housing (meaning towards the engine block).

It is possible the oil pump is not priming. If the gears were removed. Prior to installation, apply a thin film of grease to the ends of the pump gears (area that contacts pump housing) to seal off any clearance.

Suppose you could try this. Over fill the engine with oil to raise up the level in the pan. Remove spark plugs, crank the engine in an attempt to prime pump.
