supposed to be very snug fit. on the rack n pinion. spray it inside with some soapy water, makes it slippery, and start at the angle to the rack, get one side on, and sorta screw it on all the way, with back and for movement, constantly pushing it onto the seat. it should stretch a little bit, and then lock in place. rack has grove for boot and clamp, right? and boot has ridge inside for that grove, right? that's what makes it harder to put on. you have to stretch ridge over the wider rack edge. btw, shoe horn might help. or even spoon. dull butter knife.
