Cooling fan not working.

Cooling fan not working.
This problem started out with my cooling fan not coming on. I thought it was the relay so I found the relay for it and jumped out the terminals with a paper clip and the fan started working but after a few minutes the engine wouldnt start back up so I found the main engine relay and jumped out the terminals and got the engine to run. I used a test light to identify which terminals were hot and ground to narrow down which terminal to jump power to. I thought it was the relays so I got all new relays but the engine still wont run on the relays. So I figure the relays are not getting proper input from somewhere else. Does anyone know what the problem could be?

I will do the test but I already replaced the ect on the top of the manifold with a new one. No result. There is another sensor sticking out down on the side of the manifold and I replaced it with a used on with no result.

Best to start with diagnostics.
The coolant system has a number of sensors. One is an on/off temp switch. By unplugging this switch, the fan system is tested.
Does the car have working A/C? If so with the engine running, turn on A/C and watch the fans. They should turn on/off when the A/C compressor turns on/off.
