The cluster bulbs are wired up with all other instrument lights such as climate controls. Are all lights dim or just the speedo? If all lights check dimmer switch voltages. This should vary with knob position from 0v (fully CW) to 12v (fully CCW) between green and white/black wires.

Make sure the cluster bulbs are not yellow tint.

The cluster has a number of bulbs, perhaps a few are burned out. The bulb P/N listed is 194 available in many brands.
