Default VIP RS3000 Alarm system issues on 1998 Camry

I have a '98 Camry with the VIP RS3000 Alarm system. If I try to unlock the car without the key-fob, the alarm starts to go off. I also have an issue where the piezo chirper doesn't always sound when it's supposed to, which is annoying because I rely on that to know if I actually locked/unlocked the system. Is this normal behavior? If not, how do I fix it? I've looked everywhere for the ECU but can't seem to find it. Thank you for any help!

To unlock with key, try locking with the key first.

Lock ECU is under drivers side of dash above ash tray area
