98 3.0 injector pulse width way too large. Possible causes?

What would cause the fuel injector pulse width to be too large to start the car? The plugs get fouled before it can even start. The only DTC is p1410. Thanks

The engine may have a mode that increases fuel flow at cold coolant temps.

Might make sure the coolant sensor is OK.

Check that the fuel pressure regulator is not stuck closed. End of fuel rail.

Make sure the fuel pump is NOT running when ign key on but engine NOT cranking.

Fuel pump should only run when the engine is cranking (or engine running of course).

Code may not have been tripped because of engine never running through a test cycle yet.
