cruise contorol not working

The cruise control on my 94 hasnt worked since i got the car. It's kinda strange becuse the cruise lights up in the dash when the when turned on, but nouthing happens when trying to set it. I searched the site before posting but didnt really find anything helpful.

There kinda seems to be pry marks around the air bag pannel on the dash.
