Toyota Electrical repair manual How-to?

I have a short circuit in my '96 Camry and I have located it using the factory manual.
I know it's on plug 1B, pin 6, directly behind the fuse box on the near drivers side kickpanel. BUT i can't easily understand where it goes from there.
The book is a bit confusing after this point to me and any direction would be greatly appreciated

Where is this fuse box, behind drivers side kick panel?

I finally found JB1 as it was taped up and way hid behind the dash support pipe.
After I removed the jumper I was able to tell that the Blower switch was about the only thing with any load on it. It was well below the Ohm's law for the 10 amp fuse. The other one that had impedance was the instrument panel which i assumed was just for gauges.
I installed a 10 amp circuit breaker and will see if I can find the incident that causes the trip.
