94 Camry overheating

I have a 94 with the 2.2L that is overheating. The lower radiator hose is cold while the upper one is boiling hot. Is this possibly the thermostat or clogged radiator?

Change the T-stat. When doing this flush the cooling system including radiator.

A free flowing radiator should be able to flow a full garden hose of water into the top hose inlet and out the bottom outlet without backing up.

While you change your Tstat- use a small inspection mirror sliding it into the Tstat housing and inspect the back of the H20 pump. If the impeller is present - you should not be able to spin it with your fingers. I have seen many aftermarket H20 pumps go bad on the Camry- either the impellers breaking off or the impeller no longer spins when hot because it's not splined to the water pump shaft. Here are actual pictures taken of Camry water pumps within the same week of one another in our dealership. The right is a 4cyl Camry and the left is a V6.

Both caused overheating conditions due to lack of coolant flow.
