Does the fuel connection have a quick disconnect at the fuel rail. If so check for fuel flow. The pump will only work when engine is cranking or running.

A bad crank/cam sensor can cause starting issues.

Off chance make sure the EGR valve is not stuck open. How is the ign spark?

Have you checked for any pending trouble codes?

I can't check for trouble codes because I unplugged the battery.

Electrical power at pump?

Make sure the negative wire to the pump has a good ground to chassis. White/Black wire.

Check for battery or alternator voltage at the positive wire. Blue/Black.

figured it out! As it turns out I found that I misplaced an o-ring when doing the pump. It was hard to discover. Thanks for all your help.
