Default Miles Per Gallon - 2000 Toyota Camry

A few months ago, I bought a 2000 Toyota Camry with 155k miles on it. It runs great. The person I purchased it from had an inspection certificate that said it passed. I have been keeping track of my mpg using the Fuelly app. According to the app I get about 14 mpg in the city. Most of my driving is less than 50 mph. This seems absurd to me. I look up the mpg on the EPA website and it states that the car should be getting over 20 mpg City. What is going on. I am open to suggestions to see what can be done. I put regular 87 octane gas in the car. The car runs great and has no real issues that I can see. (Note: O2 sensors just went out a few days ago) Any thoughts?

What engine 4-cyl or V-6?

The O2 sensors are bad or replaced? If bad this can cause low MPG.
