1997 V6 Camry won't crank after fueling
 
My daughter's 1997 Camry V6 3.0 occasionally will not crank after fueling (no starter motor noise). The symptoms are similar to a low/dead battery condition but she has a new battery. If you try to jump start the vehicle while in this condition it will still not crank over. Lights, radio, etc work fine so there is battery power. After 10-20 minutes of sitting it will crank over and start fine, following that it doesn't reoccur upon restart. Car runs great otherwise. This has happened twice in a couple months so probably not every time it's refueled but I'm not 100% certain (my daughter is high school senior and doesn't pay close attention). There are no OBDII codes but there is an "EVAP NOT RDY" readout. I'm sure it's some sort of emissions control interlock but I don't know where to start troubleshooting. Any ideas/suggestions?

Does the car have an after market alarm that disables the starter?

There is no emissions/starter interlock and the starting system has few ODBII codes. My opinion there is no connection between fueling and the starter issues.

The starter system does have a trans gear lock out system where it only engages the starter in Park and Neutral gear selection. If the engine will not start in Park, try Neutral.

When trying to start the engine, if your just getting a click or nothing the most common issues are dead battery, bad battery cable connections or bad starter solenoid.

The solenoid is bolted to the starter motor. The starter solenoid is electrically connected between positive battery terminal and starter motor. When the ign key is turned to ON, the solenoid connect the battery to the starter motor. With usage the solenoid switch contacts can start to fail causing poor electrical contact.

The switch contacts can be replaced with starter solenoid still on the engine. Search the Rockauto.com autoparts site for your make/model/year/engine (3.0L V6) to find the Electrical section, then Starter Motor Repair Kit.

The internet and this site has posts on starter issues and replacing the solenoid contacts. Youtube may even have videos on replacing the contacts.
