Default 2 keys? One for ignition, one for locks?

I have a recently aquired 2003 Camry. It came with 3 keys. 2 keys work in the ignition, but not in any of the locks. The third works in the locks but not the ignition. Seems like one key should work for everything. Anyone familiar with this?

The car originally came with two types of keys.

Master key assesses all locks.

Valet key assesses ign and door, but not glove box and trunk.

If no key assesses all locks, perhaps ign lock was changed. Plus the valet key is not one of the keys you have.
