92 Camry ignition only turning 1 stop

Hoping you can help me. My Dad called me and has a problem with his 92 Camry. He can turn the key in the ignition 1 stop which releases the steering wheel but it won't turn any further. He's pretty savvy with cars and he sprayed the ignition with chain and cable fluid and tapped it with a hammer thinking it was the pins being stuck.

Anybody have any advice or suggestions?

Try another key.

If the keys have wear have a new one made at the dealer, not a copy of the key.

Spray electrical contact cleaner into the lock, this will dissolve any oil debris.

Use only lock graphite.

The lock tumbler can be replaced but the key needs to put into ACC position (plus a few other things done).
