93 Camry BAD fuel Economy

hi guys, i have a 93 Toyota Camry, and i t was giving me BAD milage, i so tuned the vehicle, changed the plugs, oxygen sensor, ditributor cap, had induction, throttle body, fuel injectors cleaned by pep boys, had the air filter changed as well. Recently i had timing belt chnaed with the water pum. The only thing i can see is the Rpm rides a little higher after it reaches speed in 60's, 300 to 400 higher then regular camry (i have an another camry and i noticed it from there). the fuel economy is going so bad it does 21 miles highway, any body had this issue before, and any suggestions how to fix it on my own, or change rpm setting?

thanks

Dante
