93 camry hesistates in all gears but drives perfect

My car hesistates when not in drive, but my rpms dont fluctuate at all, now i dont no what the problem is? Need help fast !!!!thanks, jeff

The engine RPM is normal (increases) but there is no power?

The engine only hesitates when in Park or Neutral, and the RPM does what?
