96 Camry Code PO401 EGR

96 Camry Code PO401 EGR
***HELP*** I have a 96 Camry when the check engine light came on I checked the code and it was PO401 ( EGR ) . I replace the EGR , (space ship disk) EGR modulator, VSV, and after 75 miles I'm still getting the same code.

The code description says EGR flow insufficient.This is not a vacuum problem,
its exhaust pressure to the EGR. Common cause is a plugged passageway thru
the cylinder head from the exhaust port to the EGR pipe. I'm presently facing this problem.My plan of action is to remove the exhaust manifold and EGR tube away from the engine and clean out the carbon buildup in the passage.
