Default 97 starter shifter problems

So my friend owns a '97 Camry, we drove it earlier that day. when we came home and decided to leave again the key would not turn in the ignition, or it wouldn't go past AC or the first notch after the initial when you put it in, also usually when you would need push the key in before you take it out you no longer have to do that. we tried taking it out of park and the shifter will not move. My friend got out of the car and sat on the ground by the back driver side tire and realized that a cap was missing from one of the bolts so we think someone tried to break in, we don't know if the alarm is standard we reset it and it still doesnt work, we took out the battery, first five minutes, then fifteen then thirty and it still doesnt work, any help would be appreciated sorry about not explaining it very well you would have to see it to really understand but if you need me to explain it better pm me and ill try explaining it again.

also it is an automatic i dont know if it that will help at all

did you try wiggling the steering wheel while turning the turn..
