Anybody know how to get these bolts out?

I am trying to pull my ignition housing off of the steering column and there is a sleeve with 2 bolts running through it but the bolt heads don't seem to have any way to grab on them :( they are the factory bolts so there has to be some way to pull them off, I can see threads coming out on the other side of the collar.

I really would appreciate any help if any of you guys have dealt with this before.

These bolts have (had) another head attached. When the bolt was screwed in via this other head and torqued up this head sheared off leaving what you see.

The manual states to center punch the head then drill a hole into them. Then use something like an Easy-out to remove them.

You might try a die grinder and a cutting disk to cut the bolts or the bracket off.

Have used a hacksaw blade, takes a lot of time.
