Default Brake light problem

I recently bought my son a 2000 Camry CE. Great car, BTW.

It has an issue with the brake lights. When you push on the brake pedal the warning light comes on, on the dash and out back it is doing some strange things.

When you have the headlights on and the car is parked at idle, all the tail lamps are on as normal, but when you press the brake pedal, the 2 running lights on the trunk lid go out as the 2 brake lights on the corners and the 3rd light in the window go on. When the brake pedal is released, the 3 brake lights go out and the running lights come back on.

I wouldn't think so, but is there any chance this is normal?

If not, does anyone have experience with this particular problem and how to fix it?

I looked at the bulbs themselves, and they "appear" to be intact and of the correct model.

Also, does anyone have a factory service manual they might share with me or a working link to download one? I've come across a few different links to download a copy, but they have all been dead.

Thanks in advance for the help.
