Is it called a steering wheel 'collar'?

Default Is it called a steering wheel 'collar'?

Hello forum members.
Could you please tell me the correct name for the (grey) plastic 'collar(?) that wraps under the steering wheel so I can try and locate one online.
Yesterday out of the blue driving on the freeway the bottom pieces just fell off. I tried pushing top and bottom pieces together but no click no holding together. I suspect some small plastic parts to secure both pieces together must have broken inside.
Hope this explanation is clear enough.... I should have taken a picture BEFORE I taped it together earlier. It's not an important thing to fix but I'd rather not have my 1995 LE Camry wagon look shoddy.
