Cig and Power Lighter Sources Not Working

I recently had a no-heat situation so while I tried to DIY fix that I bought a 12V heater, plugged it into cig lighter and after a couple of days it stopped working. I switched to the 12V power outlet and the same thing happened. Also plugged it into wifey's Mitsubishi Mirage and it's cig. lighter died-fuse is ok. I have checked both fuses - cig and power outlet - and they are fine but I replaced them anyway. Still neither is working. All fuses in the engine compartment are aok. With a volt multimeter and IGN key at ACC I checked both power lines to cig and Power outlet source. Neither has any power nor does the neon light come on either. So even if I changed the ports the power lines have no power. Also I haven't had the dash clock working ever since I purchased the car 90k/8years ago. I have plugged in other items like phone chargers and they don't work. So it's not the items it's the cig and power outlets that have issues yet their respective fuses are ok. The no-heat situation is fixed and I would like to fix this before I button up the radio, trim etc. What can I do to fix this?

PWR outlet, Radio No 2 and CIG fuses all receive power via the AM1 circuit of the ign switch.

Then the 40A AM1 fuse.

Then the 100A Alt fuse which also contains the 50A Heater fuse.

Might check this box for electrical wiring or circuit damage.
