Turns out I had the same problem... is there any special way I need to pull that fusible link out? I've been trying now and I've ended up breaking the fuse in its entirety pretty much .. but I can still pull on the metal prongs from the top to get it out.. any other ideas?

So the fusible link is going to be different from the fuse you are referring to. There are three fuses if I remember correctly. Two that you can pull out with little/no issue and one that is actually bolted in. You can open up the harness that holds it in and you need to unscrew the prongs first. You can buy replacements at any local auto shop.

Thanks Red!..I managed to get the fuse out and replaced.. totally fixed the "electrical" issue i was having too .. :) now my 91 Camry just needs a new muffler and a couple other minor things.. but over all totally runs better since changing out the waterpump , timing belt, and setting the timing and all that too :) oh and my plugs too :) I had replaced the plugs .. :)
