Getting 98 ready for my son, need help with 135 code

Oldest son just got license and I am getting the Camry ready for him. Been having a 135 code keep coming on the CEL. It says O2 sensor upsteam Bank 1 sensor 1. I figured this meant the upper 02 sensor. Ordered the OEM Denso one from Rock Auto. I replaced it without any issues, but the CEL and same 135 code keeps coming on. Low on cash and really don't want to take it in to a shop unless I have to. Any help in getting this diagnosed and fixed would be a great help! Thank you!

make sure car security radio code is in hand if required
Did you disconnect the battery terminals or pull the ecu fuse
to clear fault codes between testing fitting and testing again

Did not disconnect battery or ECU fuse.

The code came on around September.

In the summer I had to drive thru about 50 feet long of 2 foot high water when I was caught in a flash flood. The water level was below my air intake so I would not hydro lock, but high enough to get my interior carpet wet. That could have reached the rear o2 sensor connector and kept it wet, but code says upper 02 sensor. odd though as code came on 1-2 months after I used the car as a boat to avoid leaving it to get washed away.

As far as the upstream bank one, sensor 1. is that not the one right off the engine, manifold where exhaust starts. That's the one I replaced?

Any idea where to locate this o2 sensor fuse? I have no idea where to start looking. Any help appreciated!
