Default p0137 code oxygen sensor low voltage

hey guys i got a p0137 code "heated oxygen sensor low voltage bank 1 sensor 2" so i replaced the o2 sensor past the catalytic converter. I drove it and within five minuets the check engine light came on again. Hooked it back up to the reader and i'm getting the p0137 code again. my mechanic is scratching his head thinking the only other problem could be the computer failing or needing to have a new firmware loaded. any help or opinions , suggestions would be greatly appreciated . i have never came across this before..

Some information on your car would be great! There's also relay in that circuit as well- you mechanic should be able to figure it out by looking at the circuit diagram.

Default hey thanks

sorry lol the car is a 2005 camry 4 cyl american with federal emissions... where would the relay be... the toyota dealrships wanted me to spend 600 on sensors and labor as part of their "diagnosis procedure" but the code is specific to bank 1 sensor 2 it didnt really make much sense to me ..
