Cool Tail lamp indicator light is on

2001 Camry LE Tail lamp indicator light is on. Back up lights are not working. I read the forums and replaced all the bulbs with genuine Toyota
bulbs with no results. I am now thinking is is the ECU or damage to wiring.
Any body have any suggestions. How much is a ECU? Is it easy to replace. Do not want to go to Toyota and pay a bundle.

Doubt if it is the ECU.

Find out way the back up lights are not working first. Might be damaged wiring. Check the harness in the trunk were it runs from the chassis to the trunk lid. Trunk opening and closing can cause the wires to be damaged, cross circuit, etc.
