Testing a VSV?
 
So I have the P0401 code. using the search I found this to be a common problem for 96 2.2 Camry's.

first I took the egr off and tested the diaphragm with a vacuum tester and it seemed to work fine. It didn't appear to have all that much carbon, but I did spray it down with carb cleaner.

next I removed the EGR solenoid valve (vsv) and tested it, it reads 38.5 ohms. then I hooked it up to a 12V power supply and the electronics inside appear to be operating? although there's no way to verify.
again, there isn't much if any carbon.

I then rerouted the vsv connections to for easier access checked the vacuum lines for leaks, but there are none.

what now? should I change the vsv anyway?
