2000 Camry check engine light code P0401

My 2000 Camry check engine light came on. Code was P0401 EGR malfunction flow restricted. Had Toyota replace EGR valve assembly, EGR INL gasket, EGR valve gasket, and vacuum valve assembly--cost $755. Light stayed off about several days' driving and then went back on. Now Toyota is saying the electronic control unit # 89666-06021 needs replacing to the tune of about $1200. Can't afford this. Car runs fine--just has that annoying light on. My thought is that there is a problem with the new EGR or repair. Please advise on this. Also where is the ECU located?

I have an intermittent EGR error code on my 98. I have 91 manuals and used them to troubleshoot the system. Using the manuals techniques I was able to exercise the EGR and VSV for the EGR as shown in the manual. I recently swapped the engine out with a used one and still have the same conditions so I suspect it to be the ECU as well. (I live in an area that requires smog testing) (The 15A ignition fuse can be removed for about 10 seconds while the ignition is off to reset the ECU for a while. It takes two errors in a certain time frame for the error to turn on the Engine Light.

Does anyone know if the ECU can be re-calibrated or does it need to be replaced to permanently fix the issue?
