88 Camry "NO HORSE POWER"

On acelleration 88 Camry Manual transmission looses power motor sounds like its flooding barely can make it up a hill. New gas and gas treatment, fuel filter and tune up. When you step on gas it chokes what can it be? Any advise will be very much appreciated :(

Might check the ign system. Coil, ign wires.
