97 Camry rough idle?

Im posting this for my father..he has a 97 camry 4cyl with roughly 430000 kms on it and recently started experiencing this very rough idle/hesitation at idle and slowly goes away after about 1500 rpm and runs smoothly at high speed. I thought it might be TPS(throttle position sensor) anyone else experience this problem? Air conditioning compressor was suggested but it still does this without a/c on although problem is worstened with use of A/C. Any suggestions would be appreciated, thanks in advance

So tjbarber my '97 has about 115000 miles (don't know how that compares to km) but i've started to have that idle also...i got this camry when it had about 100000 miles on it so it was broken in...I haven't been able to figure out why it does it.

I think the problem is the engine, you got weak engine to support the speed of your car.
