99 camry won't start//Please Help

I recently swapped an engine from a (grey) camry into another camry(green), both are 99. After finding out one is federal(grey) and one is california(green) emissions I quickly swapped the engine back and so this is where another problem began. When I go to start the car the alarm goes off and I assume the car won't start because it thinks it is being stolen. I also noticed that the alarm sometimes does not trigger and the front doors seem to try to lock or unlock themselves on their own. I have no idea where to start troubleshooting, I have tried swapping the ecus since I may have put the wrong one in but its does the exact thing. I have triple checked all the wiring and nothing looks damaged or unplugged.

Both camrys are auto tranny.

I read a post that said I should check the tranny shifting cable and make sure it aligns with the shifter inside the car.

Please tell me what to do or give me some tips on where to start, thank you.

start where the problem occur, check the relevancy of it to other portion and come up with a solution.

The computer may have something printed on it stating Federal, CALIF, etc. To make sure you have the right computer, do a Google search on the part number.

Is the alarm a Toyota brand product? There would be a red light on the dash. If so the alarm will active when the battery is reconnected.

Try locking all the doors and unlocking the drivers door with the key the attempt to start the engine.
